package pools testing distribution

Hello,

What happens if package "a" depends on package "b" in unstable,
and package "a" meets the criteria to get moved into testing, but
package "b" does not?

Will package "a" still be moved into testing?

I guess there are two cases to think about:

1. old version of "b" exists in testing, and according to package
dependencies, it should be OK. However, it may not have been tested in
unstable.

2. version of "b" does not exist in testing or does not satisfy
dependencies.
