   the debian-sparc port, mainly because I have been doing it so long, not

The "issue" you describe is a basic result of our inner workings. Changing
it would require changing a lot of other things, and IMO would be fatal to
the project. Responsibility for tasks pass from person to person quite
regularly, without many problems. Sometimes, yes, things have to get
really bad before that happens, but that is a people issue, not a
policy/democratic one.
