(1) Start with Debian 2.2, not Debian 2.1.
Then either
(2) Find 500 technically excellent volunteers to join you in the
process, or
(3) Realise that there's just no point in creating your own distro and
apply to become a Debian developer and help develop an existing
distro instead.
