pam mk_homedir.so doesn't work for wu-ftpd

When I insert the line

session required pam_mkhomedir.so umask=0002

directly after the line 

session required pam_unix.so

in /etc/pam.d/wu-ftpd, creating home directories on the fly doesn't work. It
works if I do the same for /etc/pam.d/ssh or /etc/pam.d/su.
Is this a bug of wu-ftpd?
