No, it doesn't.

The main point of suggesting contacting upstream is because you have to
contact upstream sooner or later, so better do it sooner. In fact, the
author may have a completely valid reason why one should not package
something, e.g. if his program is in a highly alpha phase of development
and he doesn't want a slew of bug reports all of the sudden.
