Umm... just because we're booting off cd, that doesn't mean that the
cd is the root directory. "Booting off cd" means that the rescue floppy
(as an image on the cd) is loaded as if it was a real floppy. To access
the cd, it still needs to explicitly mount the cd (presumably under
/instmnt).

Or did I misunderstand your words?
