ITP: winie & lib-w3c-http-java

Hi.

I intent to package Winie[1], an HTTP/1.1 PUT tool using Jigsaw[2]'s
HTTP/1.1 library.

Since the Jigsaw's HTTP/1.1 library is using Sun's API and is therefore
easily reusable, I intent to upload two packages:

	lib-w3c-http-java - the HTTP/1.1 library
		(requires a JDK 1.1)
	winie - the PUT client
		(requires a JDK 1.2, depends on lib-w3c-http-java)

Those packages are under the W3C License[3] (BSD-ish) which is to my
understanding DFSG-happy.
