All debian developers keys *should* be on the public servers anyway (see
the Developer's Reference), although it is certainly possible that not
all are.

Any keys sent to the Debian keyserver are forwarded on to the public
keyserver network (wwwkeys.pgp.net).  We additionally check the public
network weekly for changes to debian keys.

So in theory, whether you send your key update to keyring.debian.org or
wwwkeys.pgp.net, it will eventually end up on both.
