when 2 conflicting packages share the same configuration file, replacing one fo the other, then purging the former at a later time will remove the shared configuration file
for exemple, with ftpd & bsd-ftpd :
apt-get install ftpd # will install ftpd
apt-get install bsd-ftpd # will remove ftpd and install bsd-ftpd
then
dpkg --purge ftpd
will destroy the configuration files created by the ftpd installation,
e.g. /etc/ftpusers, despite the fact that they are used by bsd-ftpd.
The same applies to other conflicting packages.
