Two of them, as I am also at owner@bugs and I also stated the same in that
discussion.

Two out of three don't think they're the right people to decide, and the
third is the release manager. Interesting place to move the decision to :>

Branden has suggested that we make a "release-critical" tag that we would
automatically add to all bugs filed with severities currently marked RC,
and the release manager would later be able to strip off these as needed.

We would document the fact that severities are to be kept real from now on
(i.e. that one is not supposed to change all the grave bugs they can't fix
in time for release to important), and that the release-critical tag is
allowed to be added or removed but with the release manager having the final
say if there's a conflict (as he does in reality).

The serious severity can be kept as it would still be useful to give a bit
more granularity to the severity system, esp. WRT the Policy violations.
