zh_TW IM inconsistency

The discussion about ibus-mozc vs. ibus-anthy made me realize that we have a similar inconsistency for users who install GNOME with the zh_TW locale.

While ibus-chewing is recommended:

$ apt depends task-chinese-t-gnome-desktop
task-chinese-t-gnome-desktop
  Depends: tasksel (= 3.71)
  Recommends: ibus-chewing
  Recommends: gnome-initial-setup

gnome-initial-setup offers the ibus-libzhuyin option:

https://salsa.debian.org/gnome-team/gnome-desktop/-/blob/debian/master/libgnome-desktop/default-input-sources.h#L59

In this case the user preferences are not so clear to me. This list thread comes to mind:

Should we fix this sub-optimal user experience, and if so, how?
