you can copy the LC_COLLATE from zh_CN to zh_TW.Big5. It is
wrong but no program use LC_COLLATE. If you don't have it,
LANG=zh_TW.Big5 won't work (on my system when I trying to
test abiword under big5 environment).

set LC_CTYPE, LC_MESSAGES to zh_TW.Big5 in script that start
your X window. Debian also provide xa+cv.
