Yes, indeed, this bug also occurs with 7.1 netinst image:
during installation, I select German as language, Germany as location
and German as keyboard layout. Then I install basesystem and after that
only the standardsystem task.
During installation that I have no german umlauts working (öäüß), and 
on the installed system it's the same: no umlauts.
