Presseding the ESSID should be allowed, the problem here seems to be
that one question is not preseeded.

There is anothere question: netcfg/wireless_show_essids (the one that
gets shown) which shows a list of available networks and also has an
option which allows to enter another ESSID ("Enter ESSID manually" /
"manual"). The value for netcfg/wireless_essid is used only if the
value for netcfg/wireless_show_essids is set to "manual", so I think
that if you preseed this one as well everything should be alright.
