You should have something like the following:

root@debian:/# ls -alR /boot/efi
/boot/efi/:
total 16
drwxr-xr-x 3 root root 4096 Jan 1 1970 ./
drwxr-xr-x 34 root root 4096 Aug 12 10:47 ../
drwxr-xr-x 3 root root 4096 Aug 23 09:55 EFI/
-rwxr-xr-x 1 root root 1624 Aug 23 23:07 NvVars

/boot/efi/EFI:
total 12
drwxr-xr-x 3 root root 4096 Aug 23 09:55 ./
drwxr-xr-x 3 root root 4096 Jan 1 1970 ../
drwxr-xr-x 2 root root 4096 Aug 23 09:55 debian/

/boot/efi/EFI/debian:
total 124
drwxr-xr-x 2 root root 4096 Aug 23 09:55 ./
drwxr-xr-x 3 root root 4096 Aug 23 09:55 ../
-rwxr-xr-x 1 root root 117760 Aug 23 09:55 grubx64.efi

What does your system look like? Also: did you already have an EFI
setup on your machine, or was this on an already working EFI system?
