If you define both, probably the second will be used, but this is not
a well specified thing. The right thing to do in this case is to use
"debconf" as the owner, since you do want it to propigate to the
installed system. d-i will see the variable in either case.

I've slightly clarified the wording, though this is still a complex
area..
