actually, the later discussion was about the value of
NETCFG_LINK_WAIT_TIME (which i think is too short) and is unrelated to
this patch.

i've tested this patch (the gateway reachability test) on real and
virtual hardware and it works fine for me.  i don't know of any
outstanding issues; IMO it can be merged.
