I'm unsure what we could do here.

The "quiet" option was added as it seemed to be a good idea that
default installs don't spit out "useless" messages to users. Of
course, in this case, the message is not useless..:)

The "expert" install doesn't have the "quiet" option, so that could be
a way to go: suggest users that hangs during boot can be debugged by
using the "expert" install. So, the bug would then become a
documentation bug.

Another option is to suggest that the quiet option passed to the
kernel doesn't suppress messages related to video mode in case the
video mode doesn't exist. This would then be a kernel bug.

Anyone with an advice about this?
