To me this seem like a good idea, but for it to be done smoothly, we
should get some standardised way to modify nsswitch.conf.  It should
become as easy to add new NSS modules as it currently is to add PAM
modules thanks to pam-auth-update.

Someone should look into <URL:http://bugs.debian.org/496915> and
possibly integrate that work into Debian.  It is the Google Summer of
Code project to create a system to modify the nsswitch.conf file.

Without such framework, base-files need to be changed to list this new
NSS module in the default nsswitch.conf file, and something need to
depend on the module to pull it into Debian.
