Fixing this will involve:

  1) teaching cdebconf to handle the "escape" capability, as implemented
  in debconf;

  2) teaching debconf-set to use it.

As it stands, shoving data that contains newlines through debconf-set
breaks the debconf protocol, since the data after the newline is
interpreted as a new command.
