Bug#536353: debian-installer: [s390,etch] gpgv: Can't check signature: public key not found

Installs of Etch for s390 fail because the Release signature cannot be
verified. From the syslog:

The problem can be worked around by adding the following boot parameters:
   suite=etch debian-installer/allow_unauthenticated=true

But of course it would be a lot better to just have working images...
