Thanks for your report.  I reproduced the bug and I think it shouldn't 
be difficult to fix it.  For now, if you want to use console-setup you 
can open /usr/share/X11/xkb/symbols/gb in a text editor and remove 
NoSymbol in this section:

    key <AE02> { [          2,  quotedbl,  twosuperior,   NoSymbol ] };
    key <AE03> { [          3,  sterling,  threesuperior, NoSymbol ] };
    key <AE04> { [          4,  dollar,    EuroSign,      NoSymbol ] };
