Sorry, this was user error.  libnss-files-udeb was indeed missing.

Now I run into the next problem, though.  I wonder if this is related
to Jérémy's recent changes.

I get:

debug1: read_passphrase: can't open /dev/tty: No such device or address
Host key verification failed.

When I move /dev/tty away and do a "ln -s console tty", scp works
fine.

This is QEMU with console=ttyAMA0
