The recommended method is using "dch" from the console-setup
directory.

You'll then be throw in your favorite editor with this:

console-setup (1.22) UNRELEASED; urgency=low

  [ Colin Watson ]
  * Proofread and correct debconf templates (LP: #181860).
  * Treat 'any' as a synonym for 'NoSymbol' in XKB input files (LP: #93077).

  [ Piarres Beobide ]
  *

Then complete the line with the single "*" with something like:

Basque translation update. Closes: #469650


That will give:
console-setup (1.22) UNRELEASED; urgency=low

...and you're done.


This assumes that you have DEBEMAIL and DEBFULLNAME filled in with
your email and full name. The EMAIL variable will be used instead. See
dch(1) for details.

OK, this took longer than doing all this myself but teaching is always
good..:-)
