If you're using the Ubuntu version of the Debian installer, please say
so upfront and don't make me try to guess from reading your preseed
file and/or problem description.

I don't see anything obviously wrong with your preseed file.

In general, only two things can cause the behavior you describe:

1. An installer bug that makes it go into a crash-loop.
2. Somehow running out of memory, which makes the kernel kill the
   installer and again, go into a loop.

I can't be more specific since you're not using the installer this
mailing list is here to support, and especially since the problem as
described is during an ubuntu-specific part of the install.
