I then extracted the templates files from base-installer and elilo-installer
to see if there were any obvious differences:

base-installer:

The obvious difference to me is that in base-installer, all the
Description names are Description-*.UTF-8, while in elilo-installer they
are all .ISO-8859-2, or EUC-JP, or whatever.


I then built a new elilo-installer from head, and its templates file
uses UTF-8, so I conclude that we should build/upload a new
elilo-installer.  So far as beta2 is concerned, I tried an install in
French, and all was well, except the one dialog from elilo was in
English.  I guess we can live with that for now.
