The history of the en_DK locale has been explained by Denis
Barbier. This is mostly an historical case which is there because this
locale was used as a basis for most other en_* locales.

However, upstream has clearly mentioned he will never accept any other
en_XX locale when the language "is not an official language in the
given country".

So, a en_NO locale will probably not happen.

Frans suggested to remove Denmark from the shortlist of countries when
the user chooses the English language, so that users from other
countries do not make the same reasoning then Morten. I agree with this.
