Incorrect, they are installed in the normal way but with the noninteractive debconf frontend. The config scripts run. Any package that behaves as you describe when installed this way is broken; this is doubly true for packages in the base system which have all been installed in this way since before the release of woody. Please clone and/or reassign this bug to the broken packages. -- see shy jo
