Bug#82637: Faulty RTC clock causes problems during install

My computer (i386) has one of those bad RTC clocks that doesn't
work with years after 1999. (Y2K-non-compliant you could say).
So the Debian installation (potato, 2.2r0, from CD) gets the wrong
time. When installing packages, this causes many warnings from tar
about files in the future (which seem harmless), plus certain
packages seem to fail to configure themselves properly (sorry, no
details, I just noticed quite a few error messages go past).
Suggested fix: test the year for being < 2000, and take some action,
like popping up a dialog saying "your RTC clock seems to be
faulty...", and eventually adding the `--badyear' option to the
hwclock program in the boot scripts.
