Because C locale is glibc-built-in locale.

It's difficult. But an ugly hack that removes un-necessary
LC_CTYPE entries not to be used in debian-boot is some way of
resolving this problem, IMHO.

Wrong. `iso14651_t1' is appropriate for the UTF-8 locale.
