They *should* be in SGML, actually. There's not reason why they
aren't, I think, unless there is some reason why the debiandoc-sgml
DTD won't provide this TOC.
If someone wants to try to attempt to fix this, that would be great.
Otherwise, I'll get to it once the more serious documentation manual
problems are fixed.
