I don't really like the idea of maintaining totally separate
applications for console and for x11. It wouldn't be all that hard to
make a unified system for both.

No, that seems about 0% likely.
To be honest, for potato, I'm happy to let commercial distributions
whip up their own GUIs install systems if they want to. Corel and
Storm have done so (both for i386 only I think). Our priorities are
different from theirs.
