As I understand it, since makedev doesn't know how to make /dev/eda
and /dev/edb, even if the boot-floppies root filesystem added this,
the system would probably break when booting, since makedev doesn't
know about these devices and therefore won't make them.

Bdale, once you've added this facility to makedev, go ahead and
reassign this bug back to boot-floppies and we'll add the drivers for
it into the root.bin generation script.
