Right now, it just affects the defaults you are offered for the keymap
and ftp mirror (if you choose to install from the network).  Some
programs might have different message catalogs for each locality, but
that isn't likely to become interesting unless i18n is turned on for
base-config.

If your chosen language only has one territory defined, you won't see
the second level menu.  It is up to the individual language maintainers
to decide whether they think it's worthwhile to draw the distinction.

This is probably just too bad.  It might be worth filing a bug about it,
at severity "minor", but I don't realistically expect anything is going
to get done to fix it.  The only two options would be to (a) run
everything in a bterm, on all VCs, or (b) make sure that the log output
doesn't contain non-ASCII characters.

Again, this is because tty2 lacks a bterm.  It's the same issue as the
tty3 logging thing.

There are still some issues to be worked out.  Localised base-config is
deliberately not enabled yet.

Please file a wishlist bug on base-config or whatever does the timezone
configuration.
