That is nowhere on the map. We have never planned to upgrade from the
debian-installer system to a debian system. The debian-installer system
will either unpack a base tarball with a real debian system in it, or
use Aj's base-builder thing to construct on one the fly. Aj's
base-builder thing does not require dpkg (or rather, it downloads the
real dpkg, and uses it).
