Bug#215826: patch for reversion of modules.conf

Thanks a lot for the time you guys have spent tracking this down but i had
to implement something slightly different.

If you want to spend time you will see that i used another approch to
write the config in order to preserve the order. the reason is that
$mapped only provide a list of enable modules to debconf. I am not sure
that debconf will never resort the output due to LANG or any other reason.
So i made the fix a bit more "global" and less dependent on other
environmental variable.

Would you mind to test the new modules-config from:

http://cvs.raw.no/cgi-bin/viewcvs.cgi/*checkout*/debian-apache/debian/modules-config?rev=1.40

BE AWARE: this version of modules-config is prepared for -5 and in order
to fix other bugs it breaks if misused on -4.
do not use it to install apache{-perl,-ssl} or to dpkg-reconfigure them.
Be sure to use it only on command line and for the time you need to check
that the bug is fixed properly ;).
