for 2.6.x it's possiple (zcat /proc/config.gz)
enable  CONFIG_IKCONFIG and  CONFIG_IKCONFIG_PROC
or only the first with scripts/extract-ikconfig

no but if you are running aboves woody 
boot floppy kernel, you can dowload its
deb and then extract it's config.
