setting stacksize

Is there a manner in which I should be setting the stacksize limit on
alpha debian linux for others.

The default seems to be 8192 and while I can easily override this for
root, I do not seem to have an easy way to set the stacksize default
higher for the general users. Placing it in the /etc/csh.cshrc or skel
bash files does not seem to work. Is this set via the /proc filesystem
somehow? (sysctl) ??

thanks
