Memory axppci 33

I try to get Linux working on the axppci 33 board with 16M Ram

At the MILO prompt I give the command:

boot  fd0:linux root=/dev/fd0 load_ramdisk=1
and then I get the message about not enough memory.

I have the base system going on a 486 with 8M so I
know it could be done

Where am I going wrong??
