I expected to read this in the general description of alien in the
manpage, but nothing mentions this. Only if you look at the specific
--keep-version option description do you see this.  I still can't
reason why this is done by design, however... It doesn't sound logical.

Oh well.

Anyway, most of the packages that are not yet compiled for Debian/Alpha
currently aren't supported on Red Hat/Alpha either, so Red Hat's not much
help.
