There used to be something called "failed-removed", which was used for
packages that were in "failed" when they were removed from the database.
Does that no longer exist?

Copyshops should do vouchers. So that next time some bureaucracy
requires you to mail a form in triplicate, you can mail it just once,
add a voucher, and save on postage.
