user management in the Linux



Dear Sir,
 
I am a new comer of Linux, and now I meet a problem about the user management in the Linux. I have 3 users in the system: A, B and C, of course, ROOT also. in principle, A user doesn't has the right to read the files in B or C, however, is it possible that ROOT gives A user the right to read or write files in the B or C's direction? if possible, which command root can use?
