SPI New Memebership process

Hello,
  I've been working on the SPI NM pages, but my main problem is that the
New Memebe process is not documented at all so i have no idea what the
fields are supposed to do.

Is it just easier if we use the same process as Debian, possibly with
different definitions for some steps?
