  I'm thinking permanent as in 'vital to the organization' as in SPI won't 
be able to survive without them type of permanent.  Other permanent ones 
would need to be added to the bylaws, but I think that these are good 
enough- if it becomes important enough we have to modify the bylaws, but 
that by no means makes the others transitory.  I think this is OK.  I'll add 
something to the next draft to define permanent a little better.
