I've fixed this locally.

1. Found no activity for maintainer in the BTS.
https://bugs.debian.org/cgi-bin/pkgreport.cgi?dist=unstable;correspondent=ctse.tsai@gmail.com
2. Found no VCS in the packaging files, so Found nowhere to
look for clue for maintainer activity.
3. A NMU-PING was sent to the maintainer 40 days ago,
and I have got no ack yet.
Let me forward this mail privately to you.
4. In the d/changelog, the recorded maintainer is not active on this
package for many years.
FYI: his last upload time is Mon, 11 Jun 2012
In summary, I deduce that the recorded maintainer is curretly not active.

I changed the revision number from -1 to -0.1,
and want to know if there remains anything to be done,
to get the package into the NMU scope.
The updated package was uploaded to mentors,
http://mentors.debian.net/package/libsvm
Thanks ;-)
