[PATCH v3 0/5] More clarification on maximum limits

v3 incorporates a few more minor wording tweaks suggested by
Vladimir, and splits content change from paragraph reflowing
for slightly easier review as suggested by Wouter.

BLOCK_STATUS changes will be in a separate thread.
