As previously trailed, it is not actually necessary anyway, unless
that hashtable were reused to store threads rather than children,
which is what I thought might ultimately happen.

You can drop this patch if you like without harm, as there is
no current 'bug' (as per my response to your comment on the
zero'th patch in the series).

If we convert the TLS stuff to run in a thread, then this becomes
totally unnecessary.
