Oops, that was an oversight. I believe in the discussion we agreed
that running stop on a service that was already stopped shouldn't be
considered an error; hence we added the above-mentioned text.
However, we failed to remove error code 7 for "program is not
running" when we did that edit, leading to this inconsistency.
So error code 7 should be removed from sysinit/initactions.sgml.
Stuart, George: is it OK to make typographical changes and check them
into CVS at this point for LSB 1.0.1?
