init script exit status

Hi,

here was a internal discussion about the return code of a initscript,
if you call it with the stop parameter, but the program is not
running.

In the first part of Chapter 18. System Initialization/Init Script Actions
we write, that running "stop" on a service already stopped or not running
is to be considered successful. But later we introduce the error code 7
for program is not running.

Should "stop" know return with exit code "0" or "7" if the program
is not running ?

  Thanks,
    Thorsten
