Overall, I like it.  

Questions:
1.  Would this have any impact on embedded systems?

2.  What would break by having only this be the solution?
    For example, what about old packages....

3.  Should the existing cron.daily... directories be 
    "depreciated", i.e., supported but not recommended for
    future applications?
